Office of Special Education Programs (OSEP).

You may be surprised what the federal Department of Education's response was to these questions!
* If a parent requests an evaluation can the district refuse to do the evaluation if they do not suspect the child has a disability?
* Is there an obligation or requirement for parents to receive the evaluation report prior any meeting in which the report will be discussed?
* Does IDEA guarantee parents a reasonable opportunity to observe their children's classrooms and proposed placement options?
